Vice-Admiral Monkey D. Garp is the father of Monkey D. Dragon and the grandfather of Portgas D. Ace and Monkey D. Luffy. He is also the commanding officer of the 153rd Branch of the Marines, and the man in charge of both Koby and Helmeppo.
Garp is an old man with a broad chest. He is bearded and has a scar on his left eye. Due to the fact that he had appeared in Romance Dawn V.2 with his face, he wore a dog mask when he was first introduced, so fans would not realize he was Luffy's grandfather. When this fact was revealed he discarded the mask.
Garp displays an intelligence level that is on the same level as Luffy, however he seems somewhat more absent-minded than Luffy. Due to his hot temper he is unable to accept excuses (and is really poor at creating his own) and at times likes to enforce his point of view on things with his fist.
He also is somewhat an eccentric person with a rather strange approach to things - he'd rather burst through a wall than enter a door on the grounds that its cooler to do so even when he has to fix the hole (which he did). He, like his grandsons, has an extreme fondness for food; in his case, especially donuts.
Garp has shown signs of narcolepsy. He is seen in the Post-Enies Lobby arc randomly falling asleep while punching Luffy. Coincidentally Luffy fell asleep at that very same moment, suggesting that narcolepsy may run in the family, also shown by Ace at a diner during the Arabasta arc.
Garp also has his own laughter style: he adds either "Bwa" or "Wa" before the haha part.
Tsuru
Vice-Admiral Tsuru (つる中将 Tsuru Chūjō) the "Great Tactician" is one of Sengoku's direct subordinates at the base in the Sanctuary of Marie Joie. She is an elderly woman, similar in appearance to Dr. Kureha, but older-looking (and probably younger). She was present for the gathering of the Shichibukai to choose a replacement for Sir Crocodile.
Vice-Admiral John Giant
(ジョン・ジャイアント中将 Jon Jaianto Chūjō) is one of the Marine officers in the Marine Headquarters.
ohn Giant is a giant, and towers a regular soldier by several times. He wears a red hat with the Marines' symbol on it, and a variation of the standard Marine coat with yellow colorings, red borders, and medals adorned on the left side. Unlike other high-ranking Marines, he wears his Marine coat with his arms in the sleeves. Underneath that, he wears a orange shirt. Overall, he appears to be a well decorated marine.
He also wields a katana that fits his size, slung over his shoulder.
Vice-Admiral Komir
(コーミル中将 Kōmiru Chūjō) is the commander of Naval Base G2 in Portgas D. Ace's chapter title-page mini-story. Komir's administrative meetings are plagued by bitter coffee, as Ace witnesses firsthand when he infiltrates the base posing as a Naval officer. Though Ace's cover is blown, he ends up saving the day by reuniting the milkmaiden Moda with her parents on the Naval Grocery Ship. This ensures a steady supply of milk to Base G2, as well as pleasant meetings with tasty coffee for the Vice-Admiral.
His name is a Japanese term for coffee (コーヒー kouhii) with milk (ミルク miruku) and so might alternatively be spelled 'Comil.'
When the execution of Portgas D. Ace was announced, Komir reported to the summoning of the Marines to reinforce Mariejois. He was seen holding two katanas on his hip-side.
Momonga
Vice-Admiral Momonga (モモンガ中将, Momonga Chūjō) is one of the five Vice-admirals, who lead the Buster Call on Enies Lobby. He eventually returns as the Marine representative meeting with Shichibukai member Boa Hancock near her home island of Amazon Lily.
Momonga is a man with a mohawk and a mustache. He wears the standard Marine uniform, consisting a pinstripe suit and a coat draped over his shoulders, much like Kizaru. He is of average height and very well built.
Vice Admiral Momonga is very serious. He is stern and deadset on completing all of his mission. As of yet, it is uncertain what type of "Justice" he follows. He is apparently smart being that he figured out what would happen and a way to block the affects of Boa Hancock a Shichibukai's Mero Mero Merrow beam in mere seconds.
As a Vice-Admiral within the Marines, Momonga has respect and abilities in both mind and body. When he waited to collect Hancock, he had killed a Sea King from the inside. Similarly, he was able to block Hancock's Devil Fruit abilities by stabbing a knife in his hand, using pain to block the lust that consumed the rest of his crew and turned them into stone. Hancock stated that it was his experience that prevented him from being affected by her power. Momonga also leaves Hancock with a warning that even without his men she should not make presumptions on his capabilities.
Strawberry
Vice-Admiral Strawberry (ストロベリー中将, Sutoroberī Chūjō) is one of the Vice Admirals who led the Buster Call assault on Enies Lobby.
Strawberry is a relatively straight shaped person with a beard resembling Guan Yu, a legendary warrior from ancient China. He wears apparently what looks like a Bearskin version of the standard Marine uniform cap.
Not much is known about Strawbery's personality except that he is an honorable man, saving everyone trapped on the island before attacking. Meaning he follows Moral Justice instead of Absolute Justice like most marines.
Yamakaji
Vice-Admiral Yamakaji (ヤマカジ中将, Yamakaji Chūjō) is one of the five Vice-admirals, who lead the Buster Call on Enies Lobby. He was only seen in two panels during the attack and was not given any speaking lines. In the anime, he appeared in one additional slide show scene, however he still did not speak at all.
He seems to smile at all times, even during a Buster Call. He is also a smoker of cigars, just as Onigumo smokes cigarettes.
Doberman
Vice-Admiral Doberman (ドーベルマン中将, Dōberuman Chūjō) is one of the five Buster Call Vice Admirals present at the attack on Enies Lobby.
Doberman has many X-shaped scars on his face and neck. His left eye is blank without any iris. Due to way Doberman is drawn in the manga, it looks as if his left eye is completely missing with only an open eye socket in it's place. His marine coat is red and the stripes across his cap are in a zig-zag pattern.
In the anime, Doberman is initially shown with his cap's shadow covering his supposedly empty left eyesocket. Later in the anime, Doberman is just shown with having two perfectly normal eyes. Also, the shape of his head and nose has changed rapidly during the one episode where his two versions are seen.
Onigumo
Vice-Admiral Onigumo (オニグモ中将, Onigumo Chūjō) was one of the five vice-admirals leading the Buster Call on Enies Lobby.[1] He was the one who commanded three ships to attack a fellow Buster Call ship with all its 1000 fellow sailors on board just to target Monkey D. Luffy, who was fighting on it with Rob Lucci, though he had confidence that Lucci would survive. When a soldier argued against this order, being a firm believer in Absolute Justice, Onigumo shot him in cold blood, saying:
“ "With a moment of hesitation, how can you protect the future, from a criminal who is trying to escape? Fire!". ”
He was last seen shouting insults at the personnel of the Gate of Justice for closing it down (though in reality it was closed up by Sanji).
Onigumo is one of the larger humans of One Piece; he is about twice as tall as a normal person.
He's later seen again during the Impel Down arc awaiting to transfer Ace to Marineford and telling his squad not to let their guard down for a second during the procedure, and then telling Ace to take a look at his final sky.
